We need to legalize, contol and tax marijuana and decriminalize, control and tax all currently so called illigal drugs by licensing users and limiting availablilty to licensed doctors whose primary purpose is to eliminate the addicition. | |||

Every doctor licensed in California is required to accept the payment for services rendered by Medical and may not charge any additional fees of the patient. There should be a fixed visit charge based on income level. The coverage provided by Medical should cover all medical, mental, dental and vision problems. If certain people wish to purchase private healthcare insurance fine BUT they are still issued a Medical Card and must pay the attendant tax. | |||

We need to establish a sustainable budget. The first step is to pass legislation which establishes the previous years budget if the legislature cannot pass a new budget by the required date. |
